School Meal Benefit Determination

In 2008, as a Manager at St. Paul Schools, I conducted a study to improve the process for managing confidential School Meal Benefits Application for over 38,000 students. The current procedure allowed site managers to school approval applications. However, the central office was required to certify the application within 10 days of receipt and make the final determination. The historical data confirmed errors with the site approved applications, incorrect eligibilities, and greater than ten days to certify the application.  The recommendation was to streamline the procedure utilizing data from the Health and Human Services to directly certifying 30% of the student population, discontinuing site approval, implement on-site scanning of applications, and staffing the central office to process applications within three days of receipt. A process map was created documenting all of the cross-functional interactions and defined the business requirements. The objective and subjective analysis was presented to senior administrators for approval. This IT solution required the district Student Management database system (CAMPUS) to exchange information seamlessly through a nightly batch process. The process greatly improved the efficiencies of processing School Meal Benefit applications within three days, decreased the on-site staff making changes to individual School Meal Accounts with universal account numbers, and more importantly increased participation in the beginning of the school year.

St. Paul Public Schools Administration Cafe - Focus Group Summary - St. Paul schools is faced with a mounting budget deficit and as a budget cutting measure administration wanted to evaluate the option to close the administration building staff cafe. Closing of employee cafe's is not new. Several metro school districts have discontinued serving meals to adults. The primary reason is that the National School Lunch Program is for the students. Not the adults that teach, support, and transport them to school.

Crisis Management - Food Safety Recall

In 2001, USDA published guidance on handling Commodity related Holds and Recalls for State Distribution Agencies. Using this guidance, I lead the development and implementation of a Standard Operating Procedure for managing Food Product Recalls. The department’s goal was to utilize the Supply Chain Management data to define the scope of the recall, timely communicate notifications and instructions via Customer Relationship Management system, and have a means for collecting and resolving claims from stakeholders. The testing phase of the protocol included partnering with USDA and food service distributors to tag product being delivered to the distribution center, declaring a food safety recall, and measuring the effectiveness of the procedure. During implementation stakeholders were informed of the procedure and expectations for receiving and responding to notifications. Since 2002, the SOP has proved to be invaluable for notifying customers and managing the increased frequency of food product recalls.
